THE WEB medium has gained, or is in the process of gaining, acceptance among people in almost all layers of the society within a short span of time. Its potential to be deployed in a multitude of activities has made it an essential service and anybody (or any section) who lacks the necessary resources and capabilities to access the Net is at risk of being marginalised in society.
